MASSPORT PILOT NEGOTIATIONS

Winthrop has maintained a long-standing and respectful working relationship with Massport and Logan Airport. As neighbors, we’ve made every effort to be cooperative and solution-oriented, even as we face the real and ongoing challenges that come with our close proximity to one of the country’s busiest airports. While we recognize the regional importance of Logan, there’s no question that Winthrop experiences a disproportionate impact when it comes to air quality, noise pollution, and other quality of life concerns.

Roughly 0.6 square miles of Logan Airport is situated on Winthrop land, Massport is well aware that they have a continued obligation to our town. Our community has been patient, constructive, and clear in its expectations. We are not seeking anything unreasonable—we simply want a fair and balanced partnership that acknowledges both the burdens we bear and the contributions we make to the region’s transportation infrastructure.

As we approach the end of our current PILOT (Payment in Lieu of Taxes) agreement in June 2026, we are fully engaged in securing the best possible deal for Winthrop. The PILOT program has been a key part of our relationship with Massport, helping to offset some of the impacts the town experiences. But as times change and challenges grow, so too must the terms of that agreement. We're approaching these negotiations with seriousness and resolve.

To ensure Winthrop’s interests are protected, we’ve hired a dedicated consultant who will help guide us through the negotiation process. This expert support will allow us to advocate more effectively and secure a stronger, more equitable agreement for our town. The goal is simple: protect Winthrop’s future, ensure our voice is heard, and continue a relationship with Massport that is built on mutual respect and accountability.

We will always be a neighbor to Logan Airport—but we must also be a community that stands up for itself and advocates for fair treatment. That’s exactly what I intend to do.
